He is remembered as the first Filipino Vicar of the Montañosa. He was born on March 5,1927 in Hapao, Mountain Province. He, together with seminarians Francisco Claver and Sebastian Dalis, who also became bishops were among the pioneer seminarians of the Vicariate of Montañosa. He entered the Seminario de la Immaculada Conception in Vigan to start his priestly formation. A conscientious and studious seminarian, he had a deep appreciation for manual work. He was among the first resident seminarians of the Immaculate Conception Major Seminary in Pantay Daya. In December 15, 1953, Rev. Madangeng was ordained to the priesthood. He served with zeal at the Vicariate of Montañosa. Among his tasks were his works as Vicariate Secretary and Treasurer. Due to the need for a co-worker to the ailing Bishop William Brasseur, Fr. Madangeng was elected and subsequently ordained bishop on July 21, 1971. He became the Titular Bishop of Trofimiana and Auxillary Bishop of the Montañosa until 1981, when he took possession as the Apostolic Vicar of the said Vicariate. His Episcopal motto was, Afferent Montes Pacem (Let the Mountains Bring Peace).
On December 18, 1987, Bishop Madangeng resigned as Vicar Apostolic of the Montañosa due to a serious illness. He spent his remaining years in Bontoc, Mountain Province. Bishop Madangeng died in 1997.
